Parents who fail to comply face criminal penalties. However, the Act allows the MOE to grant exemptions for homeschooling. Parents must apply to the MOE's Compulsory Education Unit (CEU) and demonstrate that their home-based curriculum meets two core objectives: providing a common core of knowledge for further education, and supporting national identity and cohesion through National Education.
The application window runs from July to October. Parents are advised to register with a national primary school concurrently, in case the exemption is not granted. The MOE recommends (but does not strictly require) that the homeschooling parent hold a university degree. If approved, the child receives an exemption certificate.
PSLE requirement for citizens. Homeschooled Singaporean children must sit the Primary School Leaving Examination (PSLE) in the year they turn 12, covering English, Mathematics, Science and a Mother Tongue Language. There is also a checkpoint test at Primary 4 to confirm the child can remain homeschooled. After clearing PSLE, there is no compulsory education requirement for secondary level, which gives families complete freedom in curriculum choice for the secondary and pre-university years.

Cambridge A-Levels and the Singapore system. Singapore's own GCE A-Level (the Singapore-Cambridge GCE A-Level) is administered jointly by MOE and Cambridge Assessment.
