Two ways to homeschool in Portugal

Families in Portugal who want to educate their children outside a traditional school have two distinct options. Understanding which one fits your situation is the most important decision.

Path 1: Ensino Doméstico (Portuguese system)

This is the formal, government-regulated homeschooling pathway under Decreto-Lei n.º 70/2021. You register with the Portuguese Ministry of Education, partner with a supervising public school, follow the Portuguese national curriculum standards, and your child sits annual assessments at the school. This path offers full legal recognition within Portugal and is cost-effective (no tuition fees), but it requires significant bureaucratic navigation and a university degree.

Path 2: International online school (outside the Portuguese system)

Many expat families enrol with an accredited international online school like CambriLearn and do not register with the Portuguese Ministry of Education at all. Because the child is not enrolled in a Portuguese school, the family is not governed by Decreto-Lei n.º 70/2021. The child follows an international curriculum (Cambridge*, Edexcel, US K-12) and earns qualifications recognised internationally. Ensino Doméstico requirements

What does the Portuguese system require?

If you choose the formal Ensino Doméstico route, the requirements under Decreto-Lei n.º 70/2021 are specific.

University degree

At least one parent (the Responsável Educativo) must hold a licenciatura (bachelor's degree) or higher. Non-Portuguese degrees typically require translation and validation through DGES (Direção-Geral do Ensino Superior). If no household member holds a degree, an alternative is Ensino Individual, where a licensed tutor delivers the education.

Registration with a supervising school

Your child must be formally enrolled in a designated public school (Agrupamento de Escolas). You submit a written application for Ensino Doméstico through the school. Processing takes approximately 15 working days.

Education Plan

You must submit a detailed education plan (projeto educativo) that aligns with the Portuguese national curriculum's essential learning standards. The plan covers teaching methods, evaluation processes, progress tracking and alignment with the National Strategy for Citizenship Education.

Collaboration protocol

A collaboration protocol is signed with the supervising school, lasting one year (renewable). It sets out the conditions for cooperation, including the frequency of meetings (at least one face-to-face session at the end of the school year) and participant responsibilities.

Annual assessments

Children are assessed annually at the supervising school to demonstrate satisfactory academic progress. Assessment methods vary by grade level, ranging from portfolio assessments to national exams for specific grades (e.g., Portuguese language exams).

For expat families on Path 2. If you are not registered in the Portuguese Ensino Doméstico system, you follow your chosen international curriculum entirely. University pathways

Can homeschooled students go to university from Portugal?

Yes. The pathway depends on which system the student is in.

Portuguese universities (Ensino Doméstico path)

Students in the Ensino Doméstico system sit national exams and apply to Portuguese universities through the standard access process (concurso nacional de acesso). This provides direct entry to the University of Lisbon, University of Porto, University of Coimbra and all other Portuguese institutions.

Portuguese and international universities (international path)

Students with Cambridge* A-Levels or Pearson Edexcel International A-Levels can apply to Portuguese universities through international student admissions, which may require credential equivalency.
