Is homeschooling legal in Pakistan?

Yes. Pakistan has no law that regulates, restricts or prohibits homeschooling. The Ministry of Federal Education and Professional Training does not mandate any requirements for home-educating families. There is no registration process, no mandated curriculum, and no government inspections for homeschoolers.

Article 25-A of the Constitution (inserted by the 18th Amendment in 2010) states that "the State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law." The obligation is on the state to provide education, not on parents to send their children to a particular type of institution. Provincial education acts (Punjab, Sindh, KP, Balochistan, ICT) implement Article 25-A but none specifically address or restrict homeschooling.

O-Levels and A-Levels are already mainstream in Pakistan

Unlike many countries where international qualifications are a niche alternative, in Pakistan the Cambridge O-Level and A-Level system runs parallel to the national Boards of Intermediate and Secondary Education (BISE) matric/intermediate system. O-Levels and A-Levels are the dominant alternative in Pakistan. The Cambridge O-Level replaces the SSC (matric), and the A-Level replaces the HSSC (intermediate). What is the IBCC equivalency?
The Inter Board Committee of Chairmen (IBCC) converts O-Level and A-Level grades to Pakistani matric/intermediate equivalency for university admission purposes.
