Homeschooling inNamibia

Homeschooling is legal in Namibia under the Basic Education Act 3 of 2020. Parents can apply to the Minister of Education for registration to homeschool their children. Education is compulsory from age 6 to 18. Namibia has strong ties to South Africa, which makes the CAPS curriculum a particularly relevant option alongside Cambridge* and Edexcel. The Homeschool Association of Namibia (HAN) supports families through the registration process. This guide covers the legal framework, how to register, curriculum options and costs.

Homeschooling in Namibia
Legal status

Is homeschooling legal in Namibia?

Yes. The Basic Education Act 3 of 2020 (commenced October 2023) provides the legal framework for homeschooling in Namibia. The Act defines homeschooling as "educational instruction by the parent or caregiver or other privately appointed tutors or service providers to teach a learner a legally approved academic curriculum at home."

Education is compulsory from the first school day of the year in which a child turns 6 until the last school day of the year in which they turn 18 (or until secondary education is completed).

Application to the Minister

Parents must apply to the Minister of Education for homeschool registration no later than 10 school days after the start of the school year or the day the child turns 6. The Minister may approve the application if satisfied that:

A health or disability situation prevents the child from attending or benefiting from regular school attendance; or the registration is in the best interest of the child; or the education to be received meets the minimum requirements of the curriculum provided in state schools and is not inferior to the standard of education offered at state schools.

The Executive Director may designate monitoring and evaluation, and the Minister may withdraw registration if minimum requirements are not met.

Registration: Ministry vs Homeschool Association

There is an important practical distinction. The Ministry of Education's registration form registers families as a private school, not specifically as a homeschool. This means that if the government enforces curriculum requirements, families registered through the Ministry form would be bound by those requirements. The Homeschool Association of Namibia (HAN) provides an alternative registration pathway and recommends that families register through the association, which offers more protection for curriculum choice.

Homeschool Association of Namibia (HAN). HAN is the governing body for homeschooling families and centres in Namibia. It supports families through the registration process, provides community connection and guidance on curriculum choice. The Facebook group "Homeschooling / Tuisskool Windhoek, Namibia" connects families primarily from Windhoek and surrounding areas. HAN is the recommended first point of contact for families considering homeschooling in Namibia.

Getting started

How to start homeschooling in Namibia

1. Contact the Homeschool Association of Namibia

HAN can guide you through the registration process and help you understand your options. They recommend registering through the association rather than directly with the Ministry of Education.

2. Choose a curriculum

Namibia does not yet have specific curriculum requirements for homeschoolers at the lower grades. You can follow the Namibian national curriculum (leading to NSSCO), Cambridge* International GCSEs and A-Levels, Pearson Edexcel, CAPS (South African curriculum), or the US K-12 programme. If you enrol with CambriLearn, the school provides the curriculum, teaching, materials and assessment.

3. Withdraw from the current school

Notify the school in writing and collect your child's formal report card for the completed grade. This documentation is important for curriculum transition and future school re-entry.

4. Apply for registration

Submit your application to the Minister of Education within 10 school days of the start of the school year. HAN can assist with the application process and advise on which registration pathway is appropriate for your situation.

5. Set up for learning

A quiet workspace and a reliable internet connection if using an online provider. Windhoek has good broadband coverage. Internet connectivity in smaller towns and rural areas varies, but satellite and mobile data options are improving. CambriLearn's live lessons are timetabled with recorded sessions available for catch-up.

Curriculum options

Homeschooling curricula available in Namibia

Namibian families can choose from the national curriculum and several international options. The CAPS curriculum is particularly relevant given Namibia's proximity to and strong ties with South Africa.

CAPS is a natural fit for Namibian families. Many Namibian families have cross-border ties with South Africa. The CAPS curriculum leads to the NSC matric, which is accepted by the University of Namibia (UNAM) and by all South African universities. CambriLearn's CAPS and KABV programmes are billed in South African Rand, which offers a cost advantage given the NAD/ZAR parity (the Namibian Dollar is pegged 1:1 to the South African Rand).

The national NSSCO and NSSCAS. Students who attend Namibian government schools sit the Namibia Senior Secondary Certificate Ordinary (NSSCO) at the end of Grade 11. Students who continue to Grade 12 can sit the NSSCAS (Higher Level). Homeschooled students following the national curriculum would need to arrange to sit these exams through registered centres.

What it costs

How much does homeschooling cost in Namibia?

Government schools in Namibia charge minimal fees. Private schools in Windhoek range from NAD 20,000 to NAD 80,000+ per year depending on the school and grade level. International schools (Windhoek International School, Deutsche Höhere Privatschule) charge NAD 50,000 to NAD 120,000+ per year.

Because the Namibian Dollar is pegged 1:1 to the South African Rand, CambriLearn's CAPS and KABV programmes (billed in ZAR) are priced at effective parity for Namibian families. This makes the South African curriculum pathway particularly cost-competitive.

University pathways

Can homeschooled students go to university from Namibia?

Yes. The pathway depends on which qualification the student holds.

University of Namibia (UNAM)

UNAM accepts the NSSCO/NSSCAS (national qualifications), the South African NSC matric (CAPS), Cambridge A-Levels, and Pearson Edexcel International A-Levels. Students with any of these qualifications apply through UNAM's standard admissions process.

South African universities

Many Namibian students attend South African universities (UCT, Wits, Stellenbosch, UP, UFS). The CAPS matric provides direct admission with no exemption needed. Students with Cambridge or Edexcel A-Levels may need a certificate of exemption from Universities South Africa (USAf). Given the strong ties between Namibia and South Africa, the SA university pathway is one of the most popular for Namibian homeschoolers.

International universities

Cambridge A-Levels are accepted in 160+ countries. Pearson Edexcel in 80+ countries. The US K-12 diploma (Cognia accredited, NCAA approved) opens the American university pathway.

CambriLearn graduates

CambriLearn graduates hold a 98% university acceptance rate across institutions in Namibia, South Africa, the UK, US, Europe and beyond. Over $25 million in scholarships earned to date.

Common questions about homeschooling in Namibia

Is homeschooling legal in Namibia?
Yes. The Basic Education Act 3 of 2020 provides the legal framework. Parents must apply to the Minister of Education for registration within 10 school days of the start of the school year. The Minister approves applications based on the child's best interest and whether the education meets minimum standards. The Homeschool Association of Namibia (HAN) supports families through the process.
Should I register through the Ministry or through HAN?
HAN recommends registering through the association rather than directly with the Ministry. The Ministry's registration form registers you as a private school, which could bind you to government curriculum requirements if enforced. Registering through HAN provides more protection for curriculum choice. Contact HAN for guidance on which pathway suits your situation.
Is CAPS a good option for Namibian families?
Yes, particularly for families with ties to South Africa or planning to send their children to South African universities. The NSC matric is accepted by UNAM and by every South African university with no exemption needed. CambriLearn's CAPS programme is billed in ZAR, which is at 1:1 parity with the Namibian Dollar, making it cost-competitive.
What is the NSSCO?
The Namibia Senior Secondary Certificate Ordinary (NSSCO) is the national qualification awarded at the end of Grade 11 in Namibian government schools. Students who continue to Grade 12 can sit the NSSCAS (Higher Level). Homeschooled students following the national curriculum need to arrange to sit these exams through registered centres. Many homeschooling families opt for international curricula instead because the exam pathways for private candidates are more established.
Where do homeschooled students sit exams in Namibia?
For Cambridge* and Pearson Edexcel, at registered exam centres in Windhoek and other locations. CambriLearn handles exam registration and preparation. For CAPS exams, CambriLearn students sit through SACAI. For the national NSSCO/NSSCAS, contact the Ministry of Education for private candidate arrangements. For exam centre locations, see the exam centres page.
Will UNAM accept CambriLearn qualifications?
Yes. UNAM accepts Cambridge A-Levels, Pearson Edexcel International A-Levels, and the South African NSC matric. All three are available through CambriLearn. Students apply through UNAM's standard admissions process.
Do I need teaching qualifications to homeschool in Namibia?
The Basic Education Act defines homeschooling as instruction by "the parent or caregiver or other privately appointed tutors or service providers." There is no specific requirement for parents to hold teaching qualifications. If you want qualified teachers to deliver the instruction, enrol with an online school like CambriLearn where degree-qualified teachers handle lessons, marking and assessment.
How do homeschooled children socialise in Namibia?
Through the Homeschool Association of Namibia, the "Homeschooling / Tuisskool Windhoek, Namibia" Facebook group, sports clubs, music and art classes, church and community groups. Windhoek has an active homeschooling community with regular meetups and shared activities. CambriLearn runs CambriCommunity for peer connection through online group activities, clubs and events.
