Qatar has different homeschooling rules for citizens and expats. Qatari citizens must obtain a waiver from the Ministry of Education and Higher Education (MOEHE) under the Mandatory Education Act. Expat families face no restrictions: there is no law governing homeschooling for non-citizens. Qatar's large expat population (roughly 85% of residents) means the majority of homeschooling families operate freely. The British curriculum is the most common among international schools in Doha. The rules depend entirely on citizenship status.
Law No. 25 of 2001 (Mandatory Education Act) makes education compulsory for Qatari children. Citizens can only homeschool with a waiver from the MOEHE (formerly the Supreme Education Council). Waivers are granted in limited circumstances: the child has health or medical conditions (including cognitive disabilities) that cannot be met in a school setting, or the child has reached the age at which compulsory schooling no longer applies. Citizens who receive a waiver must register the child at a designated school, follow MOEHE curriculum standards, and their children may participate in end-of-year exams at the registered school. Approximately 3,000 children are registered as homeschooled under this framework.
There is no law governing homeschooling for expatriates in Qatar. Non-citizen families can educate their children however they choose. No application, waiver or registration with the MOEHE is required for the homeschooling itself. Expat families are free to follow any curriculum: their home country's national curriculum, Cambridge*, Edexcel, US K-12, or any other programme.
Visa requirement: education status registration. As of 2025, parents applying for a Dependent Family Entry Visa for children aged 6 to 18 must register the child's education status with the MOEHE before the visa is issued. This applies whether the child attends a school in Qatar, studies abroad, or is homeschooled. It is a registration of status, not a regulation of curriculum. Families should confirm the current process with the MOEHE or their immigration adviser.
Doha Home Educators. The main homeschooling community for expat families in Qatar. They organise activities, field trips, cooperative classes and social events for member families. Membership is open to expats homeschooling at least one child aged 4 to 18 in Qatar. The community has been running cooperative classes since 2012 and connects families from diverse backgrounds across Doha.

British curriculum dominates Qatar's international school market. Many of Doha's international schools follow the British system (Cambridge or Edexcel). Qatar University, branch campuses in Education City (Georgetown, Northwestern, Carnegie Mellon, Texas A&M, UCL Qatar, HEC Paris), and other institutions all accept international qualifications. A homeschooled student following Cambridge through CambriLearn is on the same pathway as students at Doha's established British schools.
